Puigdemont, along with more than 700 mayors, civil society leaders, school principals and media have been threatened with prosecution for proceeding with the referendum, which Spanish prime minister Rajoy is desperate to stop. On September 20, the Spanish government authorities began raidsof companies, government offices and political parties, arresting politicians and activists and confiscating referendum materials from the Catalan independence movement.
